    This report contains recommendations for mitigating the impacts of the then proposed Vern Freeman Diversion on the mainstem Santa Clara River. The diversion was subsequently completed in 1991. The primary recommendations include: (1) installation of a seasonally operative and functional fishway, (2) installation of a seasonally operative and functional fish screen, and (3) provision of adequate by-pass flows to facilitate the transporation of fish between the ocean and upstream spawning and rearing tributaries during critical migratory periods.
